I am having issues passing through an inactive member's territory.
The game keeps giving me the error saying I can not attack a teammate, but I am not attempting to attack the teammate, I am simply trying to pass through the territory to attack an enemy surrounded by the inactive teammate.
Is there a reason for this issue?

You need right of way in order to move inside any players' territory. Share Map and Share Intel gives the same permission.
If he is inactive, and you do not have right of way, give the inactive player right of way. And I believe in a few days, the inactive player will give it back.
Is this a "team' type game?
If you have right of way, march through the territory. Once you are in the enemy province, you should be able to give the attack orders.
