Yea, this is very annoying thing. It started happening in some of the recent updates.

Patrol sector bug
Patrolling planes are often unable to move or attack without returning to base. This is due to a bug that causes the patrol sector to be moved to a different location. In the following image the circled plane is patrolling at it's original destination. The outlined sector shows that a bug occurred that moved the sector to a different part of the circle. This plane can actually fly to anywhere in that outlined sector without returning to base, but nowhere else.

I encounter this bug as well. I guess they need fuel to be able to keep going, which is accurate I guess.
