Payout to dead nations

Today I noticed that there were gold payouts at the end of the game for people who didn't just have zero points, but no provinces left (for a long time before the game ended already).

It was a 4x speed WaW map, no.8527090. I had a solo win at the end of day 20. Spain and North USA are reported to get gold, but both don't appear in the country roster (diplomacy) anymore.
