Alright, just happened again in a different location with a different paratrooper.

Phantom unit locking my unit in battle
My paratrooper was flying from airport to airport when he encountered a phantom unit. Now he's locked in combat without the ability to attack or to move away. What's going on here?
Edit: it appears to have resolved after ~one hour stuck in combat. No clue if it resolved on its own or if it was something I did.

It's not a stealth unit, they reveal themselves when in close combat (and also a stealth unit would have captured the province)
