Planes double-refueling

I don't know what is causing it but can give specifics of this most recent situation: I used a stack of 7 planes to directly attack an enemy. As the planes were returning to base, I set a patrol for them to head to after they finished refueling. While refueling I decided to peel two planes off and send them on separate patrols. Also while refueling, a second stack of 6 planes landed after a direct attack of their own and started refueling. Once refueling completed for the original 7 planes, my two single planes took off for their separate patrols but now the remaining 5 planes have started a second refueling cycle of a full 20 minutes (L2 base). This is incredibly frustrating as I'd timed this perfectly to take out another enemy stack before it captured one of my provinces; now I've just got to watch helplessly waiting for refueling to end again.
