The reason for this is you need require a fully operational AB on RoW land. You can use unfinished on your own territory, but it has to be a full level 1 AB for allied airbases.

Planes unable to fly to within range RoW airbase
In the image below the two ABs in the lower right belong to the same country that I have RoW with. Both are well within range for the TAC. If I try to fly to the AB on the left it wants to fly to the one on the right and then march to the one on the left. In this image the TAC are refueling, but after refueling the same behavior occurs. I even patrolled near the one on the left and tried to land but still get the same behavior.
