In game 2,602,079, I am playing Sweden. I am in Canada, with a tactical bomber unit (CQ6) in Kenora, attempting to attack a Light Tank unit (Y63), but cannot. I get a "Error: Server state does not match". I close the game, then re-open it, and same thing.

This means that your browser is lying to you.
Your browser is the client. It believes that your plane is in Kenora. So when you give it an order your browser sends the order to the server.
In some cases the server replies: "I have no idea what you are talking about browser. That unit isn't there anymore"
Your browser prefers to display the more technical answer, rather than admit it was wrong: "Server state differs from client"
In most cases reloading the game will resolve the issue. There are times that your browser continues to hold on to the old information in Cache though. In these cases:
Close the game in the browser
clear the browser cache
close and restart the browser
This will resolve this issue if done correctly in over 99% of cases. Once in a while you will need to submit a bug report from the menu in the lower right corner of your game, and a game operator can refresh the server and reset your connection to it.
