Production problem in game # 1697524- working now never mind

Hello I just started this game as Iraq and I built 3 barracks in the provinces that already had factories in them and only 1 of the will allow me to produce infantry.

I have the men, the money, the technology, and enough food. When I click on the infantry info button, it tells me I have everything needed the create them but the produce button is greyed out.

Please Help b4 I'm wiped out!
