Prolonged ban

Yeah I've been permanently banned from all chats, but the thing is I haven't played since July of 2016. I do know and realize that when I lasted played I violated the rules and made an additional account, i did admit to doing so and quit the game until now. I was wondering why was I banned from the chat permanently and if I could the ban could be removed so I can enjoy this game again?
