Propaganda office not working
When I get newly conquered provinces they are always 25% and at risk of rebellion. So I see this building called a propaganda office that increases the morale if you build it. So I build propaganda offices in newly conquered provinces to prevent them from rebelling. But when the building finishes, the morale of the province is still 25% and still at risk of rebellion. The information box says that the propaganda office increases morale by 10% for level 1, and I built the level 1. So why isn’t the morale of the provinces going up?

It only increases at day change.
Looking for improvement.
