Yes, this feature became bugged about three months ago. I made a support ticket for it then but there never was a response except the usual "Is it still happening" message which seems to mean the ticket isn't further processed.

I think it has to do with the "refresh" feature that works on many parts in the whole application: you're just looking at a document, like the province list or the build menu, and suddenly the system decides it needs to be refreshed. For province list, it returns an unsorted (?) list of provinces, for build menu, it returns to the top of the list (even though you were scrolling down towards arty for example), for messages, it resets to the top node (which is usually coalition messages). In the provlist case, it also creates this bug: even though a region filter was active, it is reset (though it is STILL highlighting the selected region, ALL your provs are in the list), and you cannot apply a new filter; it is only working properly again after the game is completely reloaded.
