ok belay that
seems I had way too much stuff queued.
All the queued units were like 40th on the list behind a lot of buildings

Queues not working
So I left a lot of units in queues overnight but when i checked them the next day, none of them had worked! they all said the were waiting for either food or goods, but both those resources had good levels of stock!
In fact I could build a new unit straight in front of the stacked one!
Anyone else noticing this?
