This is actually a problem. Too many times have I ran into this; ny artillery or ships finding a unit like a submarine or commando and not blowing it off the ground. You don’t even give me fire control, at least give me this…

Ranged units won't fire at revealed stealth
I think this is a known issue but I can't remember where I saw it mentioned. Ranged units won't fire at revealed stealth units, both when the stealth units are in stealth terrain but are revealed by a scout and when the stealth units are in non-stealth terrain.
As an example, this tank destroyer snuck up on my railroad guns despite being on Plains. They still haven't fired on it.
