Canceling Upgrades does not give resources back. You are warned about this before canceling. They are gone and that is not a bug.

Resources not returned when canceling upgrade
I started to upgrade a stack of infantry, but then realized my food supply was low so I canceled the upgrade less than a minute after I started it. But none of the resources I had paid for the upgrade were returned. I tried reloading the game, but this does not fix it. Now I've lost 5k food and other resources for nothing.

Why would this be? You get resources back when you cancel builds, research and production.

I have never seen were I could cancel an upgrade after I clicked on it. There were times I would have canceled it due to someone attacking. But once hitting the upgrade link I always want to upgrade since I would rather have that then buy an inferior one that takes so many more hours to make.

I do not know why but that is part of thinking ahead of time what you want and what the consequences are before committing on a decision.
