Revolt resolution

I wondering what the algorithm is here.

Italy attacked France took Marseilles. There was a revolt and it was given to Spain. I would think the revolt should have given it back to France at that distance.

In a way, the city revolted againts Italy for conquering them, I think they did not return to France because france failed to protect them and instead join the nearest power Spain. Atleast what I think happen, either way they became Spain that's that.
