getting much worse:

Imphal province revolted back to Burma,
despite Borneo having a garrison of 10 units at 95% health.
the garrison still belongs to Borneo, and still sits in Imphal.

they were exactly in the province center.

What MORAL stats does the province info provide for you for the province with the units in it?
Specifically the stat "Chance of Uprising" given as %
If you can't see those stats, then the province doesn't belong to you.

There is a bug currently (will be fixed soon) that under special circumstances armies are not regarded to be a province garrison. In that case the territory should flash red again and it should also tell you in the province's morale tooltip that the garrison has 0 strength. Maybe this was the case here. I assume so since the army is still standing in the province despite it revolting.
