when firing a rocket at a target province, and province falls before rockets arrive (now less likely with faster rockets, but still...) , the fired rocket remains lying on the land.

Would that mean that an enemy unit can move for a few seconds when aware of the rocket strike and in that way avoid them?
Yes, but rockets have a certain splash damage radius.
Rockets are not primarily useful against units anyways, their main purpose is dealing strategic damage to provinces.
what will happen to the rockets that hit the target city AFTER the city has already fallen?
as mentioned, now they stay behind, lying on there side, until end of game.
Id like to see them still impact.....be nice & realistic

Very nice for the player losing the fight lol.
This is, after all, a strategy game...it should require a modicum of thought being put into launching rockets.
or: the rocket could drop in te mud and stay there, only to be found when you want to build something there, whereas it can then explode at a random moment, unless you find it in time, evacuate everyone in a radius of 20 kilometres and have it defused by explosives specialists. this however requires the new units Explosives Specialist (to defuse) and Dad's Army (for the evacuation and sealing off of the area).
alternatively, the explosive charge of the rocket could be moved to the Deconstruction thread and used to blow up useless buildings
How about a random factor where one of Dad's army pokes it with his makeshift bayonet and it explodes?
