About 7 of my rockets have had no effect on tanks etc, HELP me on this please admin. I am Gt Britain in early years map.

Are the target enemy units moving? If so, that's probably why. Rockets target a pinpoint. If you target a unit in motion, you are targeting a pinpoint where the unit was at the moment when you launched the rocket. If the unit is moving, it could be a safe distance from the targeted point by the time the rocket arrives. Once launched, rockets cannot change the point where they were targeted at the time of launch.

What lvl rockets they were? If they were level one, they could have been shut down

Or, if the rockets were launched against a target as a reconnaisence message or even in a fortification Lvl 3.5 or higher (e.g. if the "Panzerdivision" in the sceen below were attacked), a new reconnaisence by patrolling planes or from spies is needed, to see any effect (in case of fortresses with less Lvl or outside, at least a own unit must be within sight range then).
