This is correct, they are part of the air arm like planes. They do not join either on land or sea.

Rockets on convoy's don't join the Naval Fleet
My Rockets don't join the Naval Fleet even in the sea when the Naval Fleet and Troops are in the same dot. All the ships and troops join together accept Rockets
