I keep hitting Crtl and clicking provinces but for some reason I do it but all of the provinces unselect after I click one. It i really frustrating and I thought it was an issue that could be fixed in the next update.

It works for me with my laptop. I select one province, then hold down the ctrl key and click on other provinces. It also works with the "alt" key.
I wonder if your key is losing contact sometimes. I have a couple keys like that that I have remapped. My left Alt key flickers so I remapped the windows key to the alt function.
