Ships Can't Attack Cities Without Units At the Target

I've noticed that my battleships can't attack a city that has buildings but no units stationed there. The buildings do exist as there is a fortress. But I can't target it with my battleships even though it's clearly within range of the ships.

I don't know if this is a known issue.

It seemed like such a waste to destroy an entire battle station just to eliminate one man. But Charlie knew that it was the only way to ensure the absolute and total destruction of Quasi-duck, once and for all.
The saying, "beating them into submission until payday", is just golden...pun intended.

I don't think it's because of the fact that there's no units. You sure about that? I say this because I have had a bug a couple of times when I couldn't bomb anything with my battleships.

Well, I AM bombing units with them...but not cities at the moment.

When the city is within visual range, with no units, you can't tell your naval units to bombard...bug?

Actually, this is sometimes true of Artillery, but it seems to be hit and miss (pardon the pun) as the behavior seems to indicate where hidden units are when you try to do a right-click and drag of artilleries onto an enemy city that's outside of visual range.
