Ships will not disembark at Le Havre

At 0600 hours yesterday morning, I launched the invasion of France. It was decided that I would send my infantry and armor units to Le Havre, France, as it was the closest town to the shore in the invasion area. From then on, my troops embarked across the channel, and began disembarking. Then embarking again. Essentially, my troops are in an endless embark/disembark loop when set to attack the town of Le Havre. At first I thought "Ok, no biggy, I must have accidently told them to embark!". That is, until I woke up this morning and saw it happening. Throughout school, without issueing commands, the units would disembark, then embark, then disembark, then embark. I gave them all sorts of different orders to move onto shore. Attack Orleon, move just past Le Havre, move to Le Havre, nothing worked. I hope this will be fixed, as Le Havre is a prime target for English invasions.
