I said I can't, apparently the file size (1mb) is too big even though the maximum file size is 1mb.
Try to use MS Paint and resize it to a smaller file.
Also, consider a search on Google for reducing file sizes of pictures and photos for display (under 1 MB).

Hmm. I think they removed that piece of land in a map update. Obviously, if they did, it didn't transition too well.
