Speed-Up Button Takes Away War Bonds

This doesn't normally happen, but today I pressed the "Speed Up" button for a unit production, which normally shows me how many war bonds the speedup will take, but today when I pressed it it immediately took 12,000 war bonds away from me, without any warning.
