Stealth units not fighting

There was a recent fix for stealth units fighting each other but I don't think it has worked entirely. I had stealth units in a forest guarding the only road to a province but that province was captured by enemy stealth unit. The only explanation is that it went past my units without engaging in a fight. In this situation there were no units that could uncover stealth units.
