In an HWW game I can see the enemy's level 3 militia with a level 2 infantry.

On some terrains they are visible depending on how close they are.

It has nothing to do with "how close" they are other than the normal viewing rules.

He knows, as we all know.

Read the unit descriptions. Units have stealth only on certain terrains.

Kinda hard to hide behind blades of grass.
