The strategic advisor offered a bonus for reaching 150 victory point, I was at 160 and 190 today and still no bonus. I claimed all the other bonuses without a problem.

It may be that you have reached the limit of your strategic advisor - I believe there is like a limit of 15 that you can accept rewards for before the strategic advisor stops giving rewards. After a while, even the tab will disappear and you will no longer receive rewards from your strategic advisor.
It must also be noted that I think there are quite a few visual bugs - for example if you go into a new game, the strategic advisor may visually reset your challenges (i.e. ‘forget’ you completed them on other maps) - but you don’t receive the reward for completing them because you have completed them before.

I’ve got one account level 101 ish, one account level 91 (one I use regularly), a testing account which is probs level 3 or smth, i can’t think of any others

Here you can see it now I have 190, but doesn't move to completed. I think it might be bug since I had 150 before the bonus was offered, maybe it wasn't expecting that.
