Strategic Bombers unable to reach destination

I have Right of Way with Spain. The Air base in Malaga is in range. Yet, my bombers wish to travel via ground, rather than flying.

Perhaps the airport is damaged or still under construction?

Use airport with "Right of Way" at least Level 1 must be complete...

(..own or allied airports can be used from 50%)

Also possible > the airport is recently completed - maybe try relog and empty cache...

Browser games are an ingenious business idea to lure out money ..

I was unaware that Right of Way had to be 100% complete. That is probably it, as I had only just asked Spain to build them. Thanks!
