Hi, that's a bug. There is an enemy fighter over the city, this fighter blocks your army to capture the city.

Stuck Army
My army has been stuck here for a couple hours. As you can imagine, this is very annoying. No units have ever been there from when I attacked to this point in time. Game number is 1,074,312.
