its the infantry range... perhaps actually its a bug and not yet fixed but conected to the status of the troops. You may ask by ticket to seperate the units and end the battle or wait until the hotfix is out.

Submarines
a militia unit (on land) is attacking my submarine and im unable to move away, i originally was trying to kill it when it had embarked but then the player tried to attack my submarine and then disembarked, considering they cant do damage to each other why am i in a battle?

well i found a way to kill them, and my submarines are moving away, didnt have time to wait so i had to use my air force..
