This is not a bug, the combat depends on several factors.

I am bombarding one infantry with 5 tactic bombers, I calculated that with only one attack is enough for kill the infantry but my bombers are proceding as if the enemy is an armored unit instead of an infantry:
5 tactic bombers lv 1 do 15 of damage to infantry.
Infantry lv 1 has 15 of hp.
100% moral.
I have made several attacks and it's bombarding the enemy units yet.

What factors? The city has not a fortifications and I calculated the moral factor.

A proof: in the gyazo the infantry had 33%(4.95 hp) and only one attack more kill them(5 tactic bombers with approximately 92% of hp).
If you think this is one bug, send one bug report with captures and details.

There is something fishy going on actually. Not even just bombers. I just attacked a level 1 infantry with 1 light tank and 2 armored cars in the plains. My light tank was at 100%. After the first round of battle, it is now at 70%. I also noticed something fishy in a previous attack with 10 infantry 2 at 2 aa. They all hit and did only 6 points of damages to an infantry in the plains. Yet first round I lost 1 infantry and before the single enemy infantry died, lost another.
There is something strange going on. Maybe a randomiser? Something.

When an infantry can defend against armor in the plains and do 6 points of damages to a light tank, and the infantry's defense against armor is 1.5....I calculate the X factor of at least 4X. Significant is an understatement.

Your statement? You stated this is no bug just an X factor. My statement is that while maybe not a bug? Who knows? But the combat is certainly running different...A LOT different than it did even a short while ago. Just happened again in fact. I hit a single solitary infantry with 7 infantry, and in one swing it killed an infantry. This time unlike the last, at least I killed the infantry back. But the X Factor variations as you call them are really out there beyond reasonable expectations having played the game for a long time.

When the Developers will look than this is not normal? 15 tactics bombers lv 2 can't kill 3 enemy militia lv 1.

Yes I read about the X factor, but I believe there may be something wrong with it. Been closely following my battles........some ridiculous results are happening on too consistent a basis. Sitting here for example watching a battle play out. So far my planes have done 1/2 damages, 0 damages, 0 damages, 0 damages, and the ground battle under my infantry did 1/2 damages, and took 4X damages. An extreme result from time to time is one thing, but this is somewhat ridiculous and for certain one sided.
I actually like the concept of an X factor. But the incorporation of it at least in my game has been less than good for sure.
