Ten Player game with Canada, Greece and Poland

I joined a 10 player game and suddenly there were players for Greece, Canada and Poland and three major powers were not taken. Still shows a limit of 10 and the computer playing the majors.

Never seen this before and seems wildly unbalanced since the small countries are just there with the same forces and economy that they would have in a normal 10 player game.

anyone else see this?
