I am sure you know I am going to convince you it isn't a bug
I see your screenshot (nice job sticking that in the post by the way) shows 1 day 7 hours on the supply drop.
That means that the supply drop was generated 16 hours prior to the screenshot.
Are you sure that your ally didn't capture that province after the supply drop was generated? I see that quite frequently.
If you are sure that the drop was generated in a province that your ally already owned, then please submit a bug report from within the game and we can take a look.

If your ally is not in a game defined team or in your coalition when the supply drop is generated, that can happen.
