The revolt system in CoW is a complete disaster.

On one map, Canada has NO provinces outside of North America,

but somehow is 'rewarded' with 30 provinces in East Africa,

costing 1200 wasted grain per day, on a system that is already

excessively consumptive of food, due to the recent research 'upgrade'.
