Enemy finished attack yet still nothing. (VIEW ENTIRE PHOTO)

This is probably the easiest way to destroy an army while cheating..
Having allied armies in your cities apparently means the enemy is forever stuck and cannot move unless they 
attack your ally

If this is intended then RIP ima do this more often. cause i've never seen this happen before.
