Transport Ship level upgrade doesn't work

In 2 games of mine I've researched transport ships to lvl2 but they still only move 23 km/h and have the other stats of lvl1 transport ships.

Any one else has the same problem?

This is a known issue that is currently being worked on by the developers.

urgh. I just jumped transport level to cross the Pacific.....
