Troops auto cancel/Only move 2/3 when border is selected

Troops in Aachen moved to the border on Luxemborg automatically cancel marching orders, after a split second of showing marching.

Troops in Stuttgart, when sent to the border of Swiss or Austria, will move only 2'3s of the way, and not onto the border.

Troops in Gyor, when marching to the border zone of Maribor, Viena, or any of my own provinces, automatically cancel out.
