I had same problem In Alaska in world map. Was surprised when I lost province without combat. Glad to know it wasn't just me.

Troops not enganging when attacked
I am exp. difficulty in the countries of Spain and Africa with my troops not engaging while defending. I understand the terrain buffs and debuffs but this is not a factor.
