in game 4097440 rabat has built an ordance factory with zero hits points....but is still building it.
it cannot be cancelled.
it cannot produce.....
help.

two lots of factories
in my current game.
VERACRUZ has ordance factory level 4 and a level one damaged.
production halted as the ordance factory was damaged...i cannot correct it.
it does not show on the province list. only when you open the city itself.

this went on over several days. many reloads
it is not that kind of bug. the city is showing two lots of the factory.
i have had this again with naval bases in my latest game....

make a support ticket so staff can refresh your server.
