2.The province tab comes up but the map is stuck
3.I scroll and move mouse a bit

It happens for me also. Since I have a touchscreen when I zoom out with it on my fingers it glitches out like that.

Have you tried to reload your browser when it does this? If not please do so as it might be a problem on your end and not on the games end.
