Maybe the enemy units are in a fortification?

If a fort is level 3,5 or higher the units in there are hidden from view, even if you attack them directly in the bunker.

You can only "enlighten" with patrol planes or spies.

If it's not a stealth bunker, try >> Close CoW, clear browser cache and cookies, restart map.

There is a bug I know of that might explain this.

Sometimes, if it's a big map, the map doesn't show the icons of troops, only the number of troops.

Usually when you hover your mouse over it, it shows up again.

Reducing your graphics could help in this situation
