Uncontrollable Spy

Game 1,342,297, German player attacks Sevastopol with a spy doing sabotage mission, captures city and moves on to other target, spy converts to Counter Espionage, but city revolts and now belongs to someone else, and I cannot control the spy, but still have to pay for him.
