Click on them and check to see who it says they are fighting.

Units attacking each other
Playing a historic world war round and my units seem to be attacking each other (screen shot attached)
any help much appreciated

There are some cases currently where enemy submarines are not becoming properly visible while in combat. This can cause players to believe that two of their units are fighting each other, when in reality both units are fighting A submarine.
