There were probably units that your plane couldn't see, like high level AT or militia.
Or, three units moved away between the intel report and the scout being there.

Units that do not exist
During the 72 all in game, I was playing as Hungary. I flew my interceptor to scout enemy troops. When it patrolled over the city there were only 9 troops. However, as soon as my plane flew away. A false intel showed that there were 12 units.
