Using gold to decrease/increase morale

So, right now, I am playing a game with some friends. I can say that I do not believe in using gold in increase/decrease morale in provinces. One of my friends has bought about 1,000,000 gold and spams out commandos and other high level units. I, do not have too much gold (80 gold) and I have to wait to produce my units, he captures one of my provinces and uses his gold to decrease the morale in the provinces and they revolt to him, if I crush it, he comes in with those commandos and attacks.
