Victory Points Total not increasing with captured provences?

I've been stuck at 551 Victory Points, with a total necessary 613 to reach Victory - Been capturing provinces left and right and have not seen it increase in almost a day. Latest example is I just captured a 12* point Provence, haven't lost any, and my number did not change. Do they only tally once a day?

The point totals are only calculated at day change, when the new issue of the newspaper comes out.
