That sounds likely, but we can't investigate these things through the forum.
You should be able to click on the diplomatic profile of each of those countries and see the "report" button where you can fill out a multi account report with your suspicion and a game operator will investigate.
If you are not able to, please send a bug report / general question from the menu in the lower right corner of your game explaining your suspicion.

I talked with the game admin, he switched troops from one country to another which led to him declaring war. Indeed he was multi with those 2 accounts. Very fast support if I may say.
