your units have to make contact with the other country's troops and land or something

it turns red when the other country declares war on you

Thats actually nothing, if u declare war and yr planes patrol, then though our planes are damaged, the relation never changes. all u have to do is declare war, patrol, after killing, remove war and call the planes to the air field

They need to declare war back to you or combat needs to happend for war to begine.
