Wont let me pick a country or chose random in 2 player

I have joined 2 matches todays, both 2 player maps with one open slot. One of them is a start when full. When I get to the country selection, there should be one choice left. Skip and chose a random country is the only option not greyed out, which is fine since there is only one country left anyway. When I select chose randomly, it says that all the countries have been chosen and I need to find a different match. When I go back to my games page, it show these games, and if I click on the "i" button, it shows my name as one of the two players. I try to play it again and it does the same thing.

Is this a bug or something wrong on my end?
