Wrong speed or something wrong with me?

I’m litteraly PAN ASIAN and my other SP artillery group can go to 60 mph but this one goes to 30? My normal artillery is faster with 36!!

What’s wrong?

If the SP artillery was being constructed when you captured another player's city, it will use the stats of the other player's doctrine.
